The CIBIS system provides comprehensive operational functionality for building savings. CIBIS is designed for the following core areas: registration and administration of building savings contracts, provision of loans and their management, client accounts management, state contributions agenda, interbank payments, business network management.

CIBIS is an open system with an interface for a number of third party systems, such as financial accounting systems (e.g. SAP), treasury and both banking and non-banking registers. An important part of CIBIS is an application for support of activities of a building savings´ selling network, which includes automatic commission’s calculation, commissions paying, client management, creating of building savings contracts. A web-based application is available for clients of building savings which provides clients on-line information about the state of their products and enables changes of selected contract data.

CIBIS can be applied internationally and can be localized and adapted to local requirements. CIBIS is recently used in three countries (Czech Republic, Slovakia, Croatia).

The wide scale of parameters enables an effective preparation of new products and their fast market introduction. That is an competition advantage provided by CIBIS. The main areas covered by CIBIS are evidence and administration of contracts, administration of loans, administration of clients accounts, payment transactions, building loans, communication with authorities, administration of a state support agenda, system of provisions. The tool for administration of clients is designed for business persons. For clients of a building savings bank there is a modul available which provide them information about their products through a web interface.

Strengths of our solution

CIBIS meets demanding operating and security parameters which are standard for banking information systems and it has a lot of special characteristics, such as:

  • Modular architecture: CIBIS is a modular system, its basis is made of accounting and transactional core recording information about people, products and accounts, which is fulfilled with other modules according to the situation and needs of a user..
  • Proven concept and used technologies: CIBIS integrates long-term proven concepts with applications of modern information technologies. Used architecture reflects long-based experience of TurboConsult with the development of international banking solutions proven in organisations with more than million clients.
  • Openness: CIBIS disposes an interface for communication with other subjects such as bank or non-bank registers, ERP systems, authorities etc.
  • Effective user interface: CIBIS combines the high comfort of Windows GUI interface which is suitable mainly for the back office employees and the web interface for external workers and clients.
  • Flexibility: The flexibility of CIBIS is supported by the wide palette of parameters which enable fast and effective specification of new products and support marketing and sale activities of a building savings bank. It is very easy to switch to different databases on a user level which makes process of testing of learning easier.
  • Transactions and data integrity: all system data are stored in a common database and their processing takes place on a transactional basis. Operations are reflected in the database only after their successful completion.
  • Operational security: the security of the system is ensured on the level of standards applicable to banking systems. Access is possible only through the user authentication. A permitted scope and level of authorization is set for each system user, including the option of denying an access of a specific user to specific records. The four eyes principle is applied to certain tasks. All active operations within the system are audited.
  • Legal aspects: CIBIS is designed for international use. The Czech version which is offered implicitly meets legal, operational and technical requirements which are specified for example by:
    • The bank law 21/1992 Sb.
    • The law of savings and credit unions 87/1995 Sb.
    • Trade legal code 513/1991 Sb.
    • The law of accounting 563/1991 Sb.
    • The law of the protection of personal data 101/2000 Sb.
    • Statement number 123/2007 sb. about the rules of circumspect entrepreneurship of banks, saving and credit unions and stockbrokers
  • International system: CIBIS is operated in three European building savings banks. The support of multiple currencies and user support of localization creates conditions for fast and successful implementation of CIBIS outside of Czech republic.
  • Multiple currencies support: CIBIS enables administration of accounts in different currencies. Transactions between accounts in different currencies take place automatically based on integrated exchange rate.

Technical architecture

CIBIS is realized in the modern three layer architecture:

  • Data layer is saved in Oracle or Informix database.
  • Application layer is made of saved DB procedures and programmed Java routines.
  • Presentation layer for C/S applications is made in the Power Builder development tool. They are the applications with the standard Windows GUI interface and handling. Applications do not contain business logic (it is the thin client) and run through a graphic terminal environment. The presentation layer for web applications (mainly Internet banking) is implemented by the Java Server Pages (JSP) technology which is admitted tool for multiple layered applications in Java Enterprise Edition (JEE or J2EE) technology.
